Overview

The Strategic Sourcing Manager will be responsible for managing the indirect procurement of the organization’s Contingent Labor and Professional Services (Consulting and Managed Services) workforce categories and for overseeing the daily operations, strategy development, sourcing, negotiation and ongoing governance of our external workforce solutions . This position will contribute to the organization in the following ways: o Administration of the Contingent Labor Program: The Strategic Sourcing Manager will be responsible for overseeing day-to-day operations of our MSP partner; ensuring requests for new resources meet Insmed’s internal policy and requirements, assisting in the financial management of open requisitions, and managing any escalations from the MSP to ensure alignment with HR, Talent Acquisition and Legal partners. o Strategic Oversight / Supplier Relationship Management of MSP Provider: The Strategic Sourcing Manager will partner with and provide strategic oversight of the MSP provider to develop a roadmap to meet the needs of program stakeholders, which may include monitoring and increasing performance metrics, ideating and executing financial savings, and partnering with internal stakeholders to identify opportunities for supplier additions and rationalizations. This position will also be responsible for developing and distributing reports on program metrics. o Professional Services Strategic Sourcing Activities: The Strategic Sourcing Manager will partner with key stakeholders to understand the needs and requirements for incremental Consulting Services and Managed Services within the company and collaboratively develop and implement strategies to meet and execute on those needs. Additionally, this individual will be responsible for Supplier Relationship M anagement and future negotiations with incumbent partners. Additionally, this individual will work with key stakeholders and suppliers to evaluate policies and processes within this area of the business to develop and execute continuous improvement plans. This position will report to the Director of Strategic Sourcing. Given that this will be a first-generation program within the company, strong knowledge and exhibited experience within these categories is critical to demonstrate procurement value to key stakeholders and drive adoption of best practices. The ideal candidate for this position will be a strong collaborator who is a self-motivated problem solver with a proven track record of operating autonomously.

Responsibilities

Responsibilities:
  • Understand business requirements, and develop and implement sourcing strategies for contingent labor, including MSP and SOW-based engagements.
  • Administer the contingent labor program through partnership with the MSP and VMS platform, ensuring business partners are aware of their responsibilities in the process. Serve as the subject matter authority for contingent workforce procurement processes and standard methodologies.
  • Lead RFPs, vendor selection, contract negotiations and onboarding as needed for Professional Services (SOW) providers.
  • Handle vendor performance, SLAs and critical metrics to ensure alignment with business needs.
  • Collaborate with HR, Legal, and business leaders to define contingent workforce requirements and ensure compliance with labor laws and internal policies.
  • Monitor market trends, compliance requirements and risk factors related to contingent workforce management.
  • Track and analyze spend to identify initiatives to optimize spending and value to the organization.
Position Requirements:
  • Bachelor’s degree in Supply Chain, Business, HR or other related field is required. Master’s Degree/MBA experience is a plus.
  • Minimum of 7 years of experience, including strategic sourcing, indirect procurement management, HR Operations, and/or Talent Acquisition, with at least 3 years in contingent labor or professional services procurement.
  • Experience working with global contingent labor programs is desired.
  • Experience in pharma/biotech/life sciences and solid understanding of drug development processes is highly desirable.
  • Experience working in mid-cap sized company highly desired.
  • Must exhibit a strong understanding of labor categories, classification (W2 v. 1099) and contingent workforce compliance. Familiarity with co-employment risks and mitigation strategies is strongly desired.
  • Must have strong project management and excellent communication skills (verbal and written), with strong attention to clarity, accuracy, and conciseness.
  • Consistent track record of cross-functional collaboration with confirmed ability to incorporate collaborator feedback and influence outcomes.
  • Strong business/financial competence, with confirmed negotiation skills
  • Experience with VMS platforms and knowledge of procurement software and systems is required.
