About the Role!


This role will be the lead finance person at Insmed as it relates to compliance with government purchasing program regulations and price reporting requirements; government and commercial contract analysis and management.

This role oversees work and processes of third-party vendors. 


This position will be filled at an Associate Director or Manager level, depending on skills and experience 


  • Maintain knowledge of the government pricing latest legislation and guidance
  • Assure timeliness and accuracy of the administration of US Government pricing programs, including establishment and administration of the Medicaid Drug Rebate Program, Medicare Coverage Gap Discount Program, Federal Supply Schedule discount program, TriCare Rebate program and 340B/PHS discount program.
    • Establish contracts with Medicaid (MDRP), VA Federal Supply Schedule (FSS) and HRSA OPA (PHS)
    • Maintain status with Medicare HPMS for Coverage Gap participation –prepare to gain “FRF listing” as soon as possible based on CMS process timeframe
    • Establish SOPs and methodologies for statutory government program pricing calculations (AMP, BP, NFAMP, FCP, PHS)
    • Oversee outside subject matter expert price calculation vendor in proper calculation method and controls related to all government program pricing and reporting obligations.
    • Oversee outside subject matter expert rebate adjudication vendor in proper calculation method and controls related to all commercial and government pricing and rebate contracts.
    • Liaise with the 3PL for updating relevant contract pricing in a timely manner
    • Provide feedback on Fair Market Value and Bona Fide Service Fee evaluation by Legal and outside counsel before any contract negotiation could occur with Trading Partners
    • Oversee the development and management a Class of Trade and eligibility system, work closely with 3PL customer service and chargeback teams to ensure proper training and application on Insmed stated COT.
  • Pricing Compendia Listing preparation:
    • Primary Insmed contact with NCPDP and Compendium
    • Finalize packaging and labeling decision impacts on Compendium/NCPDP product listings and downstream impacts on 3PL sales/credit transactions that affect government pricing calculations
  • Research and develop plans for administration and management of any non-statutory government programs and/or contracts (i.e. State Medicaid supplemental rebates, blanket purchase agreements, prime vendor programs, or sub-ceiling PHS direct hospital pricing).
  • Support Company-wide processes for compliance to state transparency responsibilities
  • Act as government pricing internal consultant for proposed programs to Market Access, Finance, Compliance, Corporate Development, Marketing and Commercial Operations
  • Participate on cross-functional teams as a subject matter expert representing the Government Pricing team as required to evaluate and implement business strategies and initiatives
  • Provide insights to GtN Forecasting and Accounting team to assist in accurate forecasting and reporting of Government and related rebates
  • Manage payment process for Government Programs (Medicaid, Tricare, Coverage Gap, IFF) and Managed Care rebates (Commercial and Part D) working closely with third party vendor, Procurement and AP
  • Owner of all SOX controls related to Government programs and pricing; support internal and external audits
  • Consistently look to improve process and assume new responsibilities
  • Perform Adhoc requests


About you!

  • Must possess thorough knowledge of US healthcare system and the ability to assimilate and analyze diverse data to develop tactical action steps to achieve sales results.
  • Ability to identify the critical issues or opportunities using appropriate information and solve or elevate issues according to reach and severity; ability to audit detailed reports.
  • Ability to prioritize responsibilities to meet regular and critical deadlines. Ability to contribute to and work independently within a cross-functional team.
  • Must possess the ability to take initiative to complete assignments and job responsibilities with minimal supervision.
  • Ability to thrive in a dynamic and fast-paced environment.
  • Demonstrated ability to develop and monitor procedures and policies.
  • Bachelor’s degree from an accredited university or college required; an MBA is preferred.
  • 7-10 years related experience in government program administration, financial contract administration, revenue management; healthcare experience is required.
  • Proficient in Microsoft Office, and strong understanding of pharmaceutical data sets and integration tools.
  • Must have excellent communication and presentation skills (verbal and written).
  • Highly organized with a strong attention to detail, clarity, accuracy and conciseness.
